
Professor Barry Fegan Will
Barry was born on 14 May 1945 in Australia and passed away in August 2019 in Hong Kong. He attended the University of Queensland and graduated with Bachelor of Architecture and Master of Urban Studies. He served The University of Hong Kong as the Dean of the Faculty of Architecture in 1990-1998. During this period, he reformed the BArch degree into the new BA(AS) curriculum and MArch degree. Barry’s dedication to the community of Architecture was witnessed through his active participation in the Architects Registration Board, where he was Chairman from 1991-1992. He served The Hong Kong Institute of Architects Council in many roles for a cumulative total of more than 25 years and became HKIA President in 1999-2000. He was the Chairman of the Authorized Persons Registration Committee of the Buildings Department, HKSAR in 2001-2003. His interest in international affairs led him to ARCASIA during its formative years and became ARCASIA Chairman (now called President) in 2003-2004.
The Award
ARCASIA has launched multiple cycles of the award in commemoration of ARCASIA Past Chairman Ar. Barry Will who has contributed greatly to the growth, unity and harmony of ARCASIA. You are cordially invited to join this project as an opportunity to extend your talent for the well-being of the ARCASIA community!
This award is aimed to provide Students, Graduates and Young Architects from the 24 ARCASIA Member Institutes an additional opportunity to participate in a socially-related architectural or environmental projects, or programs to be proposed by student, graduate and young architect applicants (age limit 40 or below).
A winning project would be awarded once every two (2) years during the ARCASIA Student Jamboree (in ACA).
The prize amount would be US$10,000 per Award (inclusive of US$500.00 allowance for attendance at Award Ceremony)
This award will be held in five ARCASIA ACAs for a 10-year period since 2021.

The proposed project is not an existing built project or construction.
The intent of this Award is for the Competitor to propose an innovative socially responsible related project or programme in the following form:
Option 1 Project – to design and to build the project
Option 2 Programme – to develop and to implement a programme
within the time and budget provided under the Award sum (US$10,000.00) for the benefit of their local community.

Examples of socially responsible & buildable projects include:
- Inclusive Rest Area for All
- Accessible Toilet and Washroom
- Accessible Food Kiosk
- Inclusive Bus Shelter
- Inclusive Playground or Play Space
Examples of socially responsible programmes include:
- Advise the community to implement green and sustainable environment
- Instruct the community to build safe and inclusive low-cost dwellings
- Plan with the local community to re-generate and re-vitalise impoverished areas through cultural heritage
- Educate local children the importance of climate change
- Assist the disabled and frail elderly to live in a safe and healthy environment
There is no specific requirement for architectural projects. The Competitors are encouraged to decide for themselves how they would like to present their project in the best possible manner that will convey their ideas clearly to the Jury Panel, which comprised of architects as well as laypersons.
No particular priority; Context, functionality, sustainability, creativity, technology, buildability, safety, cost-effectiveness, environmental/climatic relevance, respect to heritage, accessibility and useability by all, maintenance, etc. are all equally important aspects for the project.
As this is an ARCASIA event, one member of the team must be associated with their ARCASIA Member Institute, such as a Student Member or as an Ordinary Member of their Member Institute.
Anonymity on proposal submission is not required.
Each Individual participant or the participating team has to provide a Signed Statement submitted along with their design/programme, stating that they meet all the award requirements including age limit. etc. Please download the template for the statement of age here.
